Abstract
The idea of setting up development banks was proposed soon after the establishment of the Central Bank of Nigeria. It became clear that there was an urgent need for financial institutions capable of providing medium and long-term capital to fill a serious gap in the financial structure. It was recognized that the commerical banks were traditionally providers of short term finance for working capital purposes, although they did entertain some medium term financing, but only in exeptional circumstances.
